Purpose of a Personnel Planning Officer

Human resources (HR) relates to all things personnel. From creating and overseeing programs that contribute to the personal growth and well-being of service members and their families to establishing performance measures and career advancement tools, HR managers help personnel develop their military careers.

HR managers administer personnel programs by developing and coordinating policies and programs that support service members. They develop plans for strength accounting and job assignment, performance evaluation and promotions, training, awards, equal opportunity, discipline, and discharge of personnel. They may also assist with programs such as drug and alcohol abuse and control, overseas duty support, family support, recreation, and physical fitness. HR managers may specialize in one function such as manpower or equal employment opportunity (EEO) support.

What a Personnel Planning Officer Does

Direct HR policy formulation, interpretation, coordination, integration, and implementation Translate program policy into directives, publications, and training manuals Plan, develop, and direct personnel system programs concerning: strength accounting, maintenance of personnel records, personnel requisitioning, reassignments, reenlistments, promotions, casualty reporting, eliminations, and awards and decorations Determine performance requirements of assigned units by analyzing mission and interpreting directives, orders, and regulations Advise on process improvement, best practices, and optimal performance Evaluate causes for and implement plans to eliminate conditions contributing to low morale Establish education and training policy requirements and manage associated programs Orient, guide, counsel, and discipline personnel Inspect assigned units and organizations, including base exchange outlets and commissaries, to ensure compliance with directives and procedures Develop and coordinate people programs such as: equal opportunity, drug and alcohol abuse and control, overseas duty support, family support, recreation, and physical fitness Determine service requirements for awards or decorations, medals, and ribbons Establish system for effecting promotions; screen candidates for consideration; prepare qualification instructions for advancement Develop and interpret discharge policy; administer disciplinary action and processing Assist in determining optimal unit structure and location to support leadership
